US-situs — property the US considers located within its borders for tax purposes. Crucially, US-listed stocks and ETFs are US-situs wherever the broker is — a Filipino holding VOO through a Singapore or PH app is holding US-situs assets. The designation is what triggers US estate-tax exposure above $60,000; Ireland-domiciled funds holding the same US companies are not US-situs.
